Oklahoma County has begun a three-phased plan to build two vital new facilities – the Oklahoma County Detention Center and Behavioral Care Center.

Using the latest in correctional design and best practices, the detention center will be more functional, secure and better equipped to serve and support detainees, staff, visitors and the community. The new Behavioral Care Center, located adjacent to the detention center, will assess and serve individuals who may qualify for treatment rather than jail incarceration.

Work on the first two phases of the project are underway with funds from a $260 million bond package Oklahoma County citizens approved in 2022, and more than $40 million from the American Rescue Plan Act.

The start of Phase 3 of the project will be determined on November 3, 2026, when Oklahoma County citizens vote on a four-tenths of one percent (0.40%) sales tax for 25 years.

The proposed sales tax will be used to operate, maintain, construct, renovate, finance, equip and pay staff of Oklahoma County detention, diversion and mental health facilities and programs.

Phase 1 -- The Behavioral Care Center will be completed by December of 2026.

Phase 2 -- The Oklahoma County Detention Center intake area, kitchen, laundry, minimum security beds and central utility plant should be completed by late 2028.

Phase 3 -- If county voters approve the proposed sales tax in November 2026, work will begin on medium and maximum-security housing, medical, community organizations, investigations, courtrooms, transport and more at the Detention Center. Phase 3 will take approximately two years.
